The
Chief’s Award is the only award that is given by the Chief
without the input from the awards committee. It is given for
someone who had performed exceptionally well throughout his
time with James City County Police Department.
This
year’s award goes to volunteer, Chaplain Rev. Randy
Garner.
In
April of 2000, Randy Garner came to
James
City
County
and said he would like to
volunteer his services as a Police Chaplain. And it has been
heaven ever since. In Fact, the program had worked so well
that we have just recruited our second Police Chaplain, Pastor
Sam Frye.
Randy’s
arrival couldn’t have come at a better time. In Sept. of
2001 we all know of the disaster that occurred on the 11th
of that month. This threw many Fire and Police Departments
into an emergency mode waiting to see when the terrorist may
strike again. There was a lot of stress as a result of 911 and
Randy was there to assist in anyway he could. He was so
successful in assisting the Police that the Fire Department
soon requested his services as a Fire Chaplain.
But
this is just part of what Randy has done for James
City
County. In addition, Randy has:

Performed
marriage for members in the department
·
Performed
christening for members new born babies
·
Has provided
support for families in time of death of a family member
·
Has been there
when members of their families had surgery to lend support
·
Was there when
Dale was shot and provided support to Dale, Holly and their
families
·
Was there when
Gary
was involved in the shooting
of a wanted person
·
Assists the
officers with death notifications, assists families in cased
involving homicides, suicides, and accidental deaths.
·
Provides
invocations and benedictions for ceremonies such as tonight
·
Counsels members
both spiritually and emotionally
·
Rides with the
officers
·
And has always
been there when the Department has needed him.
For this, I recognize Randy Garner as this year’s
Chief Award recipient.
